It seems like Photoshop is stuck thinking there is an image open.

I don’t know if this will fix it. However, I have seen the Photoshop preferences files get corrupted and cause strange issues. So this would be the first thing to try.

Please reset the Photoshop preferences. Go to the preferences and then to the General section. Click the button that says “Reset Preferences on Quit”. After that, close and reopen Photoshop and try again. If that doesn’t work then restart the computer again and try.
