If the whole subject is selected it should be including the whole tennis racket no problem. If you go to “Select > Subject” on the image, does it register the whole tennis racket? If not, this might be why

And if this is the issue, then my follow up question is are you using the most updated version of Photoshop (Version 26.5)?
