    Try saving the CSV as a semicolon delimited file instead of a comma delimited file. Also, make sure when saving the file it is set to the UTF-8 character set. Then and it should probably work.

    SPA version 10 can accept comma, semicolon, color, or tab delimited.

    Let me know if that works.  If it doesn’t then your data sheet may have the wrong type of quotes. There are straight quotes and curly quotes, each of which are different characters. Some fonts only have one or the other. Some fonts may not even have quotes.  If a font doesn’t have a specific character then it defaults to the placeholder character which is usually a box.
