No, you don’t lose actions, brushes, or plugins. Those are not part of the preferences.  The only thing you will lose is the workspace setup.

Corrupted prefs files are fairly common. I don’t think we can proceed any further until upi at least try this step.  It fixes these types of issues a often.  Not 100% sure it will fix your issue but I would give it 50% chance if I were placing a bet.

Now if you uninstall Photoshop then you will lose your actions and brushes.  So try resetting the prefs fist, then worry about brushes and action if that doesn’t work you need to uninstall.
