It looks like Adobe changed the menu item name on Mac to “Settings”. For the last 20+ years it has been called preferences and on Windows it is still called preferences.
once you open it you will see the button called “Reset Preferences on Quit” in the middle of the window. After clciking the reset button, restart Photoshop and try again.
