    In the Photoshop preferences, under the Performance section, is “Use Graphics Processor” turned on?  If not then turn it on a retry.

    If it is on but face detection still doesn’t work then I’d like to test Face Detection in the PS liquify tool. Please open up an image with a clearly visible face. Go to Filter>Liquify in the Photoshop menu. Under Face Aware Liquify, does it show “Face 1” in the dropdown menu? If so then select that and change some of the settings on the Face shape adjustment sliders. Does the face shape change?
