The updates last week were for SPA. There were not any EZ Team Builder updates.
This issue you are having with EZ Team Builder has nothing to do with the SPA updates. The timing is purely coincidental. SPA and EZ Team Builder are not even linked together in any way so it is impossible for one to affect the other.
You are running with a 12 year old GPU and an outdated driver. My guess is that a recent Photoshop update broke compatibility with the GPU…. or PS no longer fully supports the old GPU.
Please update the graphics driver. then reset the Photoshop preferences.
In the screenshot, it says that direct X 12 is “required”…. it doesn’t say “recommended”.
Adobe had been pushing more and more items to use GPU acceleration with every PS update. I have been seen older GPUs becoming incompatible with newer PS releases.
So try updatng the driver and also resetting the PS prefs and let me know if that fixes anything.
