If restarting the computer fixed it then it may be a scratch disk full issue. If it happens again, see if the scratch disk is full before shutting down Photoshop. If it is full then you may need to get a separate SSD to dedicate to the PS scratch disk and also disable the system drive from the list of scratch disk.
