In the photoshop preferences, under the Performance section, is the checkbox that says “Use Graphics Processor” check on?

If the checkbox is on, and it still doesn’t work, then in the Photoshop menu go to Help>GPU compatibility. Then reply with a screenshot of the popup window it gives you.
