    In the Photoshop preferences, the GPU is probably turned off. Face detection runs on the GPU.  So if the GPU is turned off then Photoshop can’t detect faces.

    Go to the Photoshop preferences. Under the performance section, make sure the checkbox “Use Graphics Processor”.

    If that option is unavailable then you have a compatabilty issue between the GPU and Photoshop.

    If you check it on and Photoshop turns it off again then PS is running into issues with the GPU.

    In order to check the GPU for compatibility, in the PS menu go to Help > GPU Compatibility.  That will give you information about the GPU and driver status. The most common issue is with people not updating their GPU drivers.  Old GPU drivers are often not compatible with new PS releases.
