Excel should be able to work with either CSV or TSV.
There is also a free program call Libre Office that will work with both CSV and TSV.
For both Libre Office and Excel, when saving TSV, you must select the option to save as text, then set the delimeter to tab when saving and change the extension from .txt to .tsv when saving.
