Can you specific what happens?
Does it not load the CSV?
Or does it just not replace those characters but does replace the others?
If it replaces the other characters but not those then the issue is the font you are using doesn’t have those characters. You will need to find a font that has those. Many font developers create fonts with English characters only. So your choice of fonts will be much more limited.
