The GPU may be turned off in the Photoshop preferences. When that happens, it won’t be able to detect a face in the image.
Please go into the Photoshop preferences and to the performance section. Check to see if the checkbox “Use Graphics Process” is on. If it isn’t on the turn it on and try again.
