The issue may be that your computer isn’t fully compatible with CC 2023. In particular, GPU compatibility can be an issue on older computers or if the GPU driver is out of dat. In Photoshop 2023, from the menu, go to Help > GPU Compatibility. Please post a screenshot of what that says.
