This is very strange. I have never seen this happen. I thin the next thing to try is to uninstall Photoshop and reinstall. When uninstalling, tell it to remove all user settings when it prompts you to decide.

For certain, this issue is on the Photoshop side.  I think there is probably a corrupted settings file somewhere.

Let me know if this fixes it.
