It could be a corrupted preferences file. Those can get corrupted and it’s not the settings itself that cause it but the file being corrupted. I have seen that cause lots of strange things.
Try resetting the preferences. Go into the preferences and select “Reset Preferences on quit”. The restart Photoshop and try again.
