The saving issue has nothing to do with the CSV. Just to make sure, you can try running that batch without a CSV and I bet it does the same thing, assuming you are tryign to save to the same folder.
My guess is there is a folder permission issue.
Are you trying to save to a cloud drive or a network drive?
For testing, please make a new folder on the desktop and set that as the save location. Does that work?
