    Try resetting the Photoshop preferences. Then restart the computer.  Sometimes resetting the preferenecs will fix the PS GPU issues.

    If that doesn’t fix it then from the Photoshop menu  go to Help>GPU compatibility in Photoshop. Then post a screenshot of the popup it gives you.

    It could be an out of date driver or the GPU is no longer fully PS compatible.

    Whatever the exact cause, it is an issue related to the GPU for sure. That is the only thing that will cause this issue.
