You need to reset the photoshop preferences and then restart photoshop. The issue was there wasn’t enough display resolution available at one time so the window size got cutoff. Then when you corrected that issue, Photoshop still had the reduced window size stuck in it’s preferences. It’s a photoshop bug. Resetting the prefs and restarting Photoshop will fix it now that the display has enough resolution.
