    The 5 minutes start counted when the Hot Folder Window is minimized or closed. It has nothing to do with the user account.

    However, if you minimize Photoshop itself, but not Hot Folder, then I don’t think it will trigger the timer.  However, I’m not 100% sure about that.  Also, when it starts running an action, Photoshop may pop up tot he front. That used to happen with JSX scripting but I don’t know for UXP.  It would be easy to test if you want to though.
