Something on your computer or internet network is blocking the connection.
Do you have a 3rd party firewall software?
Do you have a 3rd party anti-virus software such as Norton or Mcafee?
Are you on a proxy connection?
Are you on a company network that may have any additional security?
These are the things that I have seen block connections in the past.
