Although I can’t see the EZTEAM layer in your screenshot, I think you started with a group folder named EZTEAM instead of a layer named EZTEAM.  That will mess up how things get organized.  The reason is because when a folder is selected, Photoshop will paste into the folder on top of everything else in the folder. However, when a layer is selected, Photoshop will paste right above the layer and below everything else.  So when you use a folder names EZTEAM it doesn’t work right.  The tell-tale sign is when the rows are out of  order and the back row is in front of the bottom row which I can see in your image.
