Whenever you see the image rotating back and forth it can’t fid the face and it is hunting for the face detection.
This issues is typically that the graphics processor is turned off in the Photoshop preferences. When Photoshop detects an issue with the GPU it will often turn it off on it’s own. It could be from an old GPU driver not being updated, or possibly that Photoshop no longer supports the card. See if it is turned off. If so then try turning it on and running again. You will find it in the Photoshop preferences under the performance section.
If you can’t turn it on then read through this recent post for any other troubleshooting advice. You may need to contact Adobe if you can’t turn it on. Because if there is an issue not allowing you to turn it on then that is a Photoshop issue and they would need to fix it for you.
Anyway, let me know if you are able to just turn it on and run again
