    I believe i got it fixed.  Nvidia has a game ready driver and a creatives driver(for photoshop and designers).  Switched to game ready and seems to be working.  Now it can find faces in liquify.   Will keep you informed.  Still when I install SPA (not your other programs) I have to restart photoshop to activate or click on any of the buttons.  Just for your info.
