C:\Users\(YourUserName)\AppData\Roaming\Adobe\UXP\PluginsStorage\PHSP\23\External
If this folder is missing then plugins can’t store data. This would explain the presets issue and activation issue. However, it wouldn’t explain the face detection issue.
Each plugin will have it’s own folder underneath External. I have seen where the 23 folder is missing, or where 23 is there but External is missing, or where External is there but the plugin folders don’t show up.
This is an issue myself and other developers have been working with Adobe one for at lest a year now. However, I haven’t had a user with this issue in several months so I thought it was fixed.
