Good news. I uninstalled creative cloud and reinstalled. Still got the same error when trying to install BUT after reinstalling I was able to right click on the file and choose unifiedinstaller and that worked like a charm. I’m finally getting caught up. Would you email me my 4 keys when you get a chance.  I’m trying to use the existing key but its not allowing activation. Probably because I forgot to uninstall an older version of Photoshop. Any way you could deactivate all 4 keys and then I can reactivate on new machines?
