There is something wrong with your Create Cloud App installation. It is missing the “UnifiedPluginInstallerAgent” option.  That is what is suppose to run when you double click. If the file associations don’t automatically run that then it should show under the “open with” option.  You will need to reinstall the creative cloud app. I don’t mean reinstall Photoshop. I mean you need to reinstall the Adobe Creative Cloud app. That is what runs the CCX installer through the Unified Plugin Installer Agent, which is missing on your computer.
