I would first try restarting the computer. If it still doesn’t work then you will need to contact Adobe.
Workflow helper is installed through the Adobe Exchange. The files are all on the Adobe server and it is completely controlled by the Adobe CC App. There is no way I can help with that because that is all done through the Adobe CC App. If the it isn’t working then you will need to contact Adobe tech support. They should be able to get it working for you.
