It sounds like you are trying to activate an older release on CC 2022. For CC 2022, only the latest releases will activate. Older releases are not compatible with changes Adobe made to CC 2022.
Make sure you are trying to activate version 9.1.1 and it should work. If you are getting a message when trying to activate version 9.1.1 then please post a screenshot of the message.
