Also, if you remove those manual install from the Photoshop plugins folder and restart Photoshop, does the old Face Crop version still appear? If so, then that would show us for certain that your Creative Cloud still has old CCX versions installed, even though they don’t show under the Photoshop Manage plugins.

If this is the case then I could maybe find the files and manually delete them and hopefully Photoshop would then stop using the old files and would then use whatever in in the Photoshop plugins folder.

Also, just uninstalling Creative Cloud and reinstalling it may not have removed the old files. Photoshop Creative Cloud stores the CCX installs under the hidden AppData/Roaming folder on Windows or the hidden ApplicationSupport folder on Mac. It may not be removing these files when CC was reinstalled.
