I am out of town right now with only cell phone access. I can help with this on Sunday or Monday when I have access to the system. For account upgrades, I have to do those manually in the system, it has always been that way.
The page that says is on hold is for new user signups. You don’t want to use that anyway because that would make an additional account, not upgrade the existing account.
