The Mac mini can be used on any monitor with an HDMI port.  I have my Mac mini plugged into a 70″ Visio TV for watching internet video most of the time.  When I need to use it for Pixnub testing I plug it into my Windows 32″ LG 4K monitor. I use a cheap windows mouse from Wal-Mart and a $20 apple compatible keyboard from Amazon. You can also use a windows keyboard on it… just doesn’t have the special apple keys on it but it works.
