Yes, the Mac mini GPU will run great with Photoshop and Pixnub. The baseline Mac mini will be much faster than a 50 pound gaming PC with a $2,000 GPU. Photoshop just runs much faster on Mac, especially the M1. Windows is way behind. It’s sad but true.

I have the baseline Mac Mini with only 8GB Ram and it runs awesome. I do suggest 16GB just to avoid heavy swap disk usage on the system drive though.
