If it is saving as 16 bit then it is because your PSD template is set to 16 bit. Change the PSD template to 8 bit and resave the template. Then it will save as 8 bit.

There is absolutely zero treason to have the PSD template set to 16 bit, especially if your final product is 8 bit anyway. Running 16 bit templates will use a lot more memory and also run slower.

Using 8 bit PSD templates is standard, so I never though about having a need to make and extra save option to convert to 8 bit since the standard use case is to run 8 bit templates anyway.
