Just to confirm these things first:
Is the default system drive unchecked?
Is it an SSD and not an HDD?
How much space is available on the drive?
It shouldn’t have anything to do with reinstalling Creative Cloud or using an older version of Photoshop… But we can try those as a last resort.
Another thing it could POSSIBLY be is a slower formatting of the drive. NTFS is the faster. Mine is exFAT but works just fine. You can check this in Windows as follows:
– Open File Explorer
– Right-click the drive (your external scratch disk)
– Click Properties
– Under the General tab, look at File system
It will say something like: NTFS, exFAT, FAT32
