Sounds like you have a few things going on with that computer. Just to clarify on a few things here…..
1. In your scratch disk setting, do yo have ONLY the 2TB disk selected? Or do you have both that AND the system disk selected?
2. In the preferences, under the performance section, does Photoshop list the 4070 or the Intel UHD GPU? I have seen photoshop pick the wrong GPU and use the Intel chip instead of the Nividia. In those cases, it is best to go into device manager and disable the Intel GPU so the system doesn’t use it at all and only uses the Nvidia. There is no reason to even allow the system to see the Intel GPU if you have a 4070.
3/ What is the EXACT driver version you have installed for Nvidia? Make sure it is the latest Studio Driver version 581.57. DO NOT use the Nvidia “Game Ready” driver. Photoshop is notorious for have GPU crashing and issues on the Game Ready driver as those drivers are never fully tested on Photoshop before releasing. The Studio driver is always much more stable.
