The PS plugin system requires UTF-8 for both Windows and Mac. It has always been that way. However, if there are no special characters in the data then usually you will get away with it if it isn’t UTF-8.

My guess is this particular CSV has a non letter/number character somewhere in the data? If so then that is what is tripping it up if it isn’t UTF-8.
