This isn’t a SPA 11 issue. It’s a Photoshop issue it can happen in SPA 10/9/8 too. It’s been happening intermittently for 5 years now. It usually happens when the screen resolution was small and the window couldn’t fit, then after the screen resolution is large enough again, PS already has the small window size stored in its preferences. I have had people say it just happens out of the blue though for no reason.

Anyway, since you have room on the screen, you just need to resize the window. Grab the low right corner of the window with the mouse and resize it.

If it keep opens small again after restarting PS. Then there is something stuck or corrupted in the Photoshop preferences file which is where PS store it’s window size data forcing it to reset the size to smaller when PS restarts. So in that case, reset the PS preferences, then restart PS and the window will be back to the default size again.
